The situation of human rights in Iraq

The Sub-Commision on Prevention of Discrimination and Protection of Minorities,

Guided by the principles embodied in the Charter of the United Nations and the Universal Declaration of human Rights,

Recalling article 5 of the Universal Declaration of the Human Rights and article 7 of the International Covenant on Civil and Political Rights,both of which provide that no one shall be subjected to torture or cruel, inhuman or degrading treatment or punishment,

Seriously concerned about the specific and detailed allegations of grave human rights violations in the Republic of Iraq and in particular to those related to the right to life,the right to freedom from torture or cruel,inhuman or degrading treatment or punishment ,the right to liberty and security of person and to freedom from arbitrary arrest ot detention ,the right to a fair trial,the right to freedom of thought,conscience and religion and to freedom of expression,

Considering that such violations constitute gross and systematic violations of human rights and a denial of the principles contained in the Carter of the United Nations,

1. Calls upon the Commission on Human Rights to urge the Government of the Republic of Iraq to take the necessary steps to put an end to such violations;

2. Requests the Commision on Human Rights to consider the possibility of nominating a Special Rapporteur to investigate on the situation of human rights in Iraq,

3. Requests the Secretary-General of the United Nations to inform the Sub-Commission at its fortieth session about the dispositions taken to this effect.
