A new post-industrial epoch is
here! One of its main characteristics is the informationtechnology. The expectations on
this new technology is so great that all advantages and new possibilities might be
obscuring the problems that can arise. It affects our ways to inform and communicate and
because of that, our democracy too. In this work I have tried to describe some of the
problems with the democracy that might arise due to the informationtechnology. Many voices
are saying that the technology is giving us new instruments to improve our democracy, that
we could construct a more direct democracy through election via computers and network.
Other are stressing the technologies possibility to strengthen the communications between
voter and elected.
I have concentrated on two
aspects of democracy, namely participation and the principals of openness. These two
concepts, together with the new conditions that informationtechnology brings us, are
building the frames through which I will describe the debate. When looking at the problem
of participation I am concentrating on discrimination because of, the lack of equipment (
hardware, software and infrastructure), the lack of knowledge (technical and more common)
and discrimination due to sex. When looking at the problems with openness I am looking at
the openness, the right for citizens to take part of public documents and information
about the executive power. I am also looking at privacy. Openness, the right to
information and public control are in opposite to privacy.

In a time when urban governments
find themselves in a new situation, as the central government give them more freedom to
act, but with much harder economical constraints, the urban government has to find new
ways to develop the city and urban space. This essay has focused on one city, Västerås,
and four development projects within it. The theoretical framework has been the Regime
theory but the focus has been on coalitions instead of regimes. The work is mainly
qualitative and the approach is mostly descriptive.
Through the case study I have
observed, in two cases out of four, projects with a strong coalition and with many actors
have been very effective in reaching parts of their common goals. In these cases it is
also possible to see power from a social production model, pre-emptive power. I have also
observed the fact that the coalitions more or less tend to be composed of actors from the
same interest domain.
In the more theoretical part of
the work I have tried to describe the possibilities and problems I have observed when
trying to apply regime theory to my study of coalitions in Västerås. My conclusion is
that the theory is flexible and robust enough to apply to coalition studies instead of
regime studies and to the prevailing conditions in Västerås. The theory is also good at
catching the horizontal dynamics in the urban space. What it lacks is a better perspective
on the vertical relations, explaining and analysing coalitions from a more global point of
view. The Regulation approach can be a good complement and give the regime theory the
missing vertical perspective and an aspect on the complex global order that cities and
urban government is situated in.
