Serbia & Montenegro. 1992: Soviet Union participated as CIS. 1984: The game Netherlands vs. Luxemburg originally ended 1-0 but was set to 0-3 as fireworks had been thrown onto the fielding injuring the latters goalkeeper. 1990: Iceland withdrew after the first game, 1-3 vs. Ireland (away). That game was stricken. 1990: Hungary had to qualify despite that they were the hosts. 1992: Germany had to qualify despite that they were the hosts. 1996: Luxemburg had to qualify despite that they were the hosts. They failed to qualify... Note: Andorra played 16 games in six qualification tournaments without scoring a single goal until they managed to score one in the 2004 qualifications. They haven't gained a point so far either!
